Five reasons why public administrations choose A12 - and stay for the long run.

Digital sovereignty:
Software "Made in Germany" for long-term independence
For over a decade, the platform has been processing tax returns for an entire country - handling more than 50 million transactions annually and serving over 200,000 users per hour during peak periods. What works for ELSTER works for your specialized systems.
A12 is backed by over 30 years of experience in developing enterprise software that performs reliably in production.

Full control over data, architecture, and operation
No vendor lock-in through open standards and APIs
Investment protection for long application lifecycles
Stable and sustainable systems over decades

Open platform architecture:
Modular, extensible and built for change
The key factor is whether a platform is designed in such a way that government agencies can truly act independently: with technical control in their own hands, clearly separated from the technology, open interfaces, no hidden dependencies, and full access to the code.
A12 delivers exactly that - as a member of the Open Source Business Alliance and with a governance model designed for long-term community development.
Modular and extensible architecture
Open APIs and standards for integration
Business logic stays stable even as technology evolves
Reduced technical debt over time

Beyond low-code:
Public sector requirements built-in
A12 goes beyond low-code by embedding public sector requirements directly into the platform. Security, compliance, quality assurance, accessibility, and deployment governance are part of the foundation.
Administration and IT communicate using a common language, which increases acceptance and speeds up delivery. improves collaboration and results in more robust systems.
Built-in security, compliance, and accessibility
Quality and governance by default
Clear roles for administration and IT teams
Long-term maintainability and reduced dependencies

AI Framework:
Deterministic, controlled, verifiable
A12 combines model-driven engineering with controllable AI and secure agentic coding. The AI operates based on explicit software models rather than as a black box. Decisions remain transparent and traceable, and teams retain control and oversight.
This enables public administrations to deploy AI productively and in compliance with the EU AI Act for long-term, critical systems without losing control or resorting to opaque automation.

Ready for the Germany Stack:
Open Source from Germany for the public administration
Public administration needs interoperable building blocks that can be combined into a shared digital infrastructure. A12 is designed precisely for this purpose: it is integrable, standards-based, and scalable across federal levels - for the federal government, states, and municipalities.
With its open-source release, A12 is now available as a sovereign platform component for the Germany Stack.

What started in 1996 as the foundation for an electronic tax return is today a standard application used by millions – and still evolving. For many years, mgm technology partners has supported the Bavarian State Office for Taxes in developing and maintaining key ELSTER components, including the "Mein ELSTER" portal. With A12, tax administration experts can model and update validation rules across more than 1,000 tax models themselves – without developer involvement.
The result: faster response to regulatory changes, lower maintenance effort, and a platform that stays reliable at massive scale.

“In the implementation of ELSTER we opted for a lean project approach with controllable implementation steps. In small teams our experts of fiscal and taxation matters cooperate directly with the technical experts."
