When will the Deutschland-Stack be available?
It is being built incrementally through 2028. The federal and state governments agreed on binding standards and the use of central components in March and June 2026. Even though many details are still being worked out and standardization is not yet complete, the public administration is able to act. Projects should plan for future requirements and use transitional solutions in the meantime. BMDS timeline
How is German public administration preparing for the Deutschland-Stack?
Start with a real specialized procedure rather than a concept: describe the domain logic in open models, set open source as the standard, and plan for integration with eID, FIT-Connect, and the payment service from the outset. The domain knowledge remains within the administration and can be transferred to the next procedure, even as interfaces and technology change.
Which technical components are mandatory in the Deutschland-Stack?
Five base services (resolution of June 17, 2026): Identity and Trust (eID, EUDI-Wallet, BundID), data exchange via FIT-Connect, data retrieval via NOOTS, the central payment service, and the central mailbox. Existing standards such as XOeV and FIM are also included. The OZG Cloud already provides solutions for data exchange in municipal administration today.
What does the Germany Architecture require?
The federal government's architecture requirements are binding and guide the selection of components. For specialized procedures, the most relevant requirements are API-first design, reusability, European origin, and end-to-end processing throughout.
What is the DeutschlandID?
The federal government's central citizen account. Under Section 12 of the OZG, the current BundID is to be developed into the DeutschlandID and integrated into the EUDI-Wallet by 2027; plans include bidirectional communication via mailbox. What is the Sovereignty Check?
A criteria catalog by ZenDiS that evaluates organizations – not individual products. Criteria include applications, data, operations, and the capability development of the organization's own staff. A12 meets these criteria extensively and facilitates the implementation and operation of digitally sovereign solutions.
What is the Service Standard?

What does open source mean for procurement?
Following the reform of the EVB-IT standard contracts in March 2026, open source is the default for new developments. Anyone offering a closed solution must provide justification. For A12, three procurement paths are available: the federal framework contract, reuse via a public IT service provider, or direct procurement via the open license.
